That’s not mortgage fraud. That’s how the fha first time buyer program has always worked. It’s within the rules and those rules have been in place forever. My mortgage companies have done fha loans for 30 years. H1b visas are mostly given to Indians and they usually put down 20% when they buy to avoid the very expensive fha mortgage insurance. Hispanics blacks and poor whites use this program the most.

What’s the mortgage fraud? The graph is unrelated to mortgage fraud, it’s something to do with fha locks. There is and has always been rampant fraud in this visa program, with US employers wink wink nudge nudge collaboration.
