that was the WHOLE point of the movie dumbass. He was UNDERSIZED and Would not have received a scholie anywhere else. He needed his head coach to talk college coaches into taking a flyer on him. In the end the coach came through taking him himself and the character played by Cruise got a free ride to a small college with a good engineering school.
