I have a female friend with an Hispanic name. She became a citizen and registered initially as a democrat, but she has always voted Republican. Every voting season in California she gets two mail-in ballots, but only uses one. Could it be a regular effort by CA democrats to send two ballots to registered democrats with Hispanic names?
