Unfortunately after losing the Civil War every state had to sign a contract about succession which prevents that from happening in the USA unless all 50 states agree with their right to secede. Each Southern State signed a contract in order to rejoin the Union. This was not the case before the Civil War when the 10th Amendment was written in such a way to allow each state to decide it's own destiny. Texas challenged for the right to secede but the Supreme Court voted against the request in 1869 four years after the Civil War. As far as each county the 10th Amendment only deals with states rights nothing lower as far as this
