I always thought Cal was the #1 rated public university. Just looked up rankings on USNEWS and Ucla and Cal are tied. But for most of recent history, Cal has been considered the the top of the UC system.
It's all based on research. UCLA may be a tad behind Berkeley (or not) in terms of historical significance, but they're light years ahead of Irvine and UCSB in terms of overall impact, despite belonging to the same system.
UCLA stopped being the "Southern Branch" by the mid-1950s, probably earlier.
