government funding is a pretty small part of the law and, even then, there's no way that Congress will be able to deny funding. It just doesn't happen the way you'd like to think it does.

But that's the problem with you, Bill: You're really pretty unsophisticated about government. You really don;t know how it works. That, of course, is the problem with science majors--no ability to critically think. All rote memory.
